On September 13, Dou Yupei, Vice Minister of civil affairs, attended the 2014 China (Zhengzhou) international rehabilitation aids Expo and the Symposium on cerebral palsy function and reconstruction. The Expo and academic meeting, jointly sponsored by China Association of rehabilitation assistive devices, China children's welfare and adoption center and China Rehabilitation Medical Association, focused on the new products in the field of rehabilitation assistive devices in China, and conducted extensive academic discussions on the rehabilitation of cerebral palsy.

At the academic meeting, vice minister Dou Yupei delivered a speech. He first affirmed the important role of rehabilitation aids in the rehabilitation of cerebral palsy, and summarized the main work done by the government in ensuring the treatment and rehabilitation services for poor cerebral palsy patients. First, focus on the establishment of cerebral palsy rehabilitation service system. For children with cerebral palsy in welfare institutions, children with cerebral palsy from poor families, and other patients with cerebral palsy in society, a diversified rehabilitation service system for cerebral palsy has been initially formed by giving play to the functions of the rehabilitation training for cerebral palsy of civil administration system and other institutions. Second, actively explore the treatment and rehabilitation model of cerebral palsy. The "tomorrow plan", traditional Chinese medicine physiotherapy, whole course rehabilitation, engineering technology therapy and comprehensive rehabilitation have been formed, and good treatment and rehabilitation effects have been achieved. The third is to promote and improve the welfare system for patients with cerebral palsy. In 2010, 9 kinds of medical rehabilitation projects such as "comprehensive training of cerebral palsy limbs" were included in the basic medical pilot coverage. Since 2013, we have actively promoted the establishment of a living allowance system for the disabled with difficulties and a nursing subsidy system for the severely disabled. Fourth, multiple investment in cerebral palsy rehabilitation project funds. The "tomorrow plan for surgical rehabilitation of disabled children" has been implemented continuously for 10 years. Surgical correction and rehabilitation training have been carried out for more than 80000 children, including children with cerebral palsy. Since the 11th five year plan, the central special lottery public welfare fund and the central finance have successively supported the disabled persons' Federation system to carry out the rescue and rehabilitation project for disabled children aged 0-6 years.

In his speech, vice minister Dou Yupei introduced the main work of the Ministry of civil affairs in promoting the development of rehabilitation assistive devices industry. The first is the release of the "China rehabilitation aids catalog", which is the first national rehabilitation aids catalog issued by the government since the founding of the people's Republic of China. It plays an important role in standardizing the market, guiding the production and supply of products and guiding social services, and is an important document to promote the healthy development of the industry. Second, we strengthened the standardization of rehabilitation aids. Eight national standards such as classification and terminology of rehabilitation assistive devices have been submitted to the national standards committee, 34 national standards have been applied for approval, 101 national standards and 5 industrial standards have been sorted out one by one, and the key points and plans for standardization work in the next step have been established. The third is the implementation of rehabilitation aids allocation welfare project. By the end of 2013, the Ministry of Civil Affairs has separately implemented the "rehabilitation aids allocation in welfare institutions in Western China - Fukang project" and "community day care for the elderly and disabled - care project", which have improved the self-care ability and quality of life of these special groups. The fourth is to promote the construction of rehabilitation aids practitioners. We have coordinated and promoted the application for new jobs in the rehabilitation assistive industry, such as prosthetics, orthotics and audiologists.
